As President, Mr. Conn leads National Government Services’ operational excellence in digital health, information technology, and customer services for federal health agencies. With more than 30 years of healthcare experience, including more than 25 years in Medicare administration, he possesses deep policy, program, operational and technical expertise. Over the past four years, Mr. Conn has led the turnaround of NGS to become a growth organization serving multiple clients and agencies.

Ms. Hite-Syed serves as the National Government Services Chief Operating Officer. Jane is leading the organization through a digital transformation that is in alignment with the government’s path to modernization. Jane has a proven record of success in managing change in large organizations and prides herself in starting everything at the most human level. With her guidance, the team is implementing change using human centered design and model-driven development. Jane was recently featured on the FedHealth IT 100 list in 2022 and received the Leading for Impact: Women in Leadership Award in 2019.

Mr. Saajasto serves as a Director of Technology and Chief of Staff for National Government Services. Kegan has a background in project and program management, strategic planning and execution, and information technology. Kegan holds a master’s in business administration (MBA) with a concentration on Project Management, is a Project Management Professional (PMP), is Certified in the Governance of Enterprise IT (CGEIT), and is a Certified Information Systems Auditor (CISA). Kegan leads the NGS Strategic Planning process to ensure that the organizational direction aligns with the needs of federal customers.

Ms. Howard-Hill is responsible for collaboratively leading the National Government Services’ compliance, privacy, and internal controls program. She ensures the effectiveness of the NGS compliance and privacy program through oversight of corporate ethics and compliance, privacy, and internal audit environments. Ms. Howard-Hill oversees a team of 15 compliance professionals who have expertise in federal government contracting, ethics and compliance, and auditing to ensure that National Government Services meets and exceeds excellence in delivery of an effective compliance program. Ms. Howard-Hill has been a compliance professional for the past 18 years with experience serving programs in Medicare, Medicaid, and commercial lines of business. In her responsibilities, she oversees compliance and privacy investigations, various internal audits, external audits and internal controls, and directs development of NGS’ annual risk assessment and Master Audit Plan.

As Vice President of Operations, Marc Tebbens influences and guides business outcomes, global process changes, and operation overhauls with data-driven analyses, strategic delivery, and enterprise transformations. Overseeing operational model design and implementation, and large-scale claims, his work positively influences the overall customer experience. Throughout his career, he has focused on insurance, healthcare, claims operations leadership, PMO, Lean Six Sigma, corporate training, claims quality assurance organizations, and programs for auto, medical, workers’ compensation, government, and group health.

Ms. Jiao serves as the National Government Services Chief Information Officer. Judy is leading the NGS organization through a digital transformation based on Human Centered Design, which is in alignment with the government’s path to modernization. With over 20 years of experience in health care industry, she leads a talented and innovative team of software engineering, security, data analytics, IT infrastructure and services, and agile project management to deliver and expand NGS business. Driven by her passion to help people improve their health conditions, she takes pride in providing the best business technology solutions possible to advance the effectiveness and quality of health care.

Ms. Chan is responsible for National Government Services’ business and financial solution contracts including two Centers for Medicare & Medicaid Services (CMS) Medicare Administrative Contracts (MACs) representing approximately 20% of the nation’s Medicare Part A/Part B Fee-for-Service workload, and the World Trade Center (WTC) Payment Contract, which issues payments to members of the WTC Health Program. With over 20 years of healthcare industry experience, Ms. Chan is leading a diverse team of program management, solutions, and communications personnel to expand NGS’ Business Process Solutions footprint in both current and emerging markets. Under her leadership in 2021, NGS was awarded the Health Resources & Services Administration (HRSA) Health Center COVID-19 Vaccine Program Management Office contract positioning NGS as one of a few organizations selected to support the Health Equity mission of the Biden-Harris Administration’s National Strategy for the COVID-19 Response and Pandemic Preparedness. A longtime advocate for the underserved, Ms. Chan leads an initiative within NGS to combine available federal data and emerging technologies to identify and address care deficits in the Northeast.

Ms. Cooper is responsible for National Government Services’ Enterprise Program Management Office, which supports Quality, Audits, Reporting and Predicative Analytics, Portfolio/Program Management and Process Improvement across the business. For more than 25 years, Ms. Cooper has helped drive business strategy to reality for some of the largest healthcare providers and consultants. Ms. Cooper is certified as a Project Management Professional (PMP).

Dr. McKinney serves as the Chief Medical Officer for National Government Services. He is a board-certified family physician with over 18 years of full time and part time practice experience. Additionally, he has been a Contractor Medical Director in the Medicare program for over 20 years. Dr. McKinney oversees Clinical Operations which includes six contractor medical directors, medical review, clinical reviewers for appeals and claims, medical policy unit, administrative law judge appeals unit, CERT team and the clinical data unit. He also serves as clinical liaison for National Government Services with the Centers for Medicare & Medicaid Services.

Ms. Yager leads National Government Services’ Digital Health Strategy and Contracts for our federal health agencies. As a strategic business management executive with over 27 years of dedicated Health IT experience in federal and commercial healthcare, she is known for creating and delivering innovative enterprise strategies and performance-driven solutions for our clients. She leads a transformational, high value digital portfolio by championing growth, vision, strategy and execution. Ms. Yager has a record of proven results in creating technological and operational advantages, strategic partnerships and internal process and product improvements. Ms. Yager has served on several boards of directors and received multiple leadership recognition awards, in addition to industry recognition as a published author.

Mr. Woodward serves as Finance Director and is responsible for National Government Services’ program and business management financial team. Mr. Woodward has over 20 years of financial government contracting experience and has been a certified public accountant (CPA) for over 30 years.
