Francesca Gary
President

Francesca is an experienced health care executive whose leadership and industry experience in Medicaid, Medicare, and commercial products and operations stretches back to 1997. With a focus on market operations and quality management, her experience also encompasses utilization, marketing and financial performance. She previously served as CEO/President of Amerigroup Georgia. Francesca actively builds and strengthens relationships that ultimately ensure quality care at the best cost. In 2015, she was recognized for her ability to drive high-performing teams by the Atlanta Business Chronicle as one of 20 "Women who mean business." Francesca is a graduate of the U.S. Naval Academy.


Andrew Conn
Chief Operating Officer

Mr. Conn leads National Government Services’ operational excellence in information technology and administrative services for federal health agencies. With more than 29 years of health care experience, including more than 23 years of Medicare administration experience, he possesses deep policy, program, operational and technical experience. As the longest tenured Medicare Administrative Contractor (MAC) project manager in the country, Mr. Conn led several of the highest performing MACs in the history of Medicare contracting reform to achieve exceptional program performance.


Mona Lisa Lysinger
Staff Vice President, Human Resources

Mona Lisa is currently the HR Business Leader for the Federal Government and Medicaid North HR Teams. She leads a team of 15 HR professionals. In her role, she links HR strategy to advance business initiatives around talent acquisition, learning and development, training, compensation design, organizational design and culture. She previously served as an HR business partner to Anthem’s Health Care Analytics (HCA) organization and was responsible for the successful integration of 1,000 associates into the HCA Department. Mona Lisa has been with the organization since 2012.


Matt Solomson
Chief Legal Officer

As Chief Legal Officer, Matt supervises a team of six attorneys, two compliance directors and a contracts/subcontracts group. He is responsible for all legal and compliance matters with the business, with a particular focus on federal acquisition issues. Matt serves on Anthem’s Legal and Compliance Senior Leadership Team, along with Anthem’s general counsel and other senior counsels for the Medicare and Medicaid businesses, among others. His previous experience includes roles as the Associate General Counsel & Government Contracts Practice Group at Booz Allen Hamilton and as a Trial Attorney with the U.S. Department of Justice.

Mike Boston
Director, Program Management

Mike joined Anthem in 2001 and National Government Services in 2005. He currently manages an information technology team of managers, project managers, infrastructure teams, development teams and Centers of Excellence teams in support of various government contracts, including the Small Business Health Options Program (SHOP), World Trade Center (WTC), Payment File Development Contractor (PFDC) and the Center for Medicare & Medicaid Innovation (CMMI). With more than 30 years in leadership roles, Mike has a wealth of experience, including managing all areas of information technology roles for multiple Fortune 50 companies.


Dorothy Callahan
Small Business and Strategic Alliance Director

Dorothy is responsible for developing and enabling all small business utilization strategies for the Business Development, Capture and Program Teams. She works diligently to identify small business partners to assist FGS in meeting contract requirements that can provide the maximum competitive advantage through facilitation, development and maintenance of business relationships. She has built a network of strategic partner relationships for FGS. Additionally, she has developed and pre-qualified an inventory of strategic partners that align with Anthem’s key business and strategy objectives. Dorothy has been with the organization since 2011.


Jim Elmore
Staff Vice President and Program Manager J6 MAC

Jim is responsible for managing our Jurisdiction 6 Program, including Illinois, Wisconsin and Minnesota, maintaining daily contact with CMS, reporting on ongoing operations with officials in both the Central and Regional offices and working with other Medicare contractors. Jim has been with the organization since 1989.


Jennifer Saalfrank
Program Director for CMS Fraud Prevention Solution (FPS)

Jennifer is responsible for the Solutions & Analytics Team, supporting inventory and performance management of over 10 operational areas, productivity tracking, identification of clinical patterns supporting proper payments, trend analysis to support the Provider Educational Program and models to measure the effectiveness of approaches and interventions. Jennifer’s team implements efficient workflows to replace repeatable processes with automation solutions in a low-cost and nimble approach, exceeding $1M in cost avoidance in the most recent fiscal year.
With Jennifer’s unique NGS history managing operational programs, IT programs and analytical teams, she is well-positioned to match NGS capabilities to federal government needs.


Rochelle Shaw
Staff Vice President Health IT Program Management, NGS Financial Solutions

Rochelle is responsible for the management of multiple financial contracts within CMS. Ensuring that financial management and reporting activities conform to CMS IOM Pub. 100-06, generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS) and government accounting principles of the Federal Accounting Standards Advisory Board (FASAB). She also oversees implementation of changes requested through statement of work modifications. These include projecting and managing cost of changes, monitoring effects of changes and ensuring changed processes comply with guidance as well as resolving issues to meet expectations, the IT development lifecycle and ongoing support of IT payment systems responsible for billions of federally funded payments and recoupments. Rochelle has been with the organization since 1987.


Tim Waggoner
Staff Vice President, VDC Programs

Tim is responsible for the National Government Services Virtual Data Center (VDC) program, which includes the VDC Task Order 5 VDC Infrastructure Enterprise Services (VIES). The VIES Team provides services and solutions to CMS, including Information Technology Services Management, Enterprise Identity Management, Enterprise Electronic File Transfer and the CMS IT Service Desk. Tim joined National Government Services in 2000 and has also had responsibilities over the NGS Security Program and Infrastructure Teams during his tenure.
